 WINDOWS 7
Go to Start and type Regedit and hit the enter button
A Windows needs your Permission to continue should prompt up
Now got to  HKEY_LOCAL_MACHINE and expand it
Go to  SYSTEM  and Expand it
Expand ControlSet001
Click on Control (do not expand )
On the Right hand side find WaitToKillServiceTimeout Double click it
It Has default  20000 (this means that it would Shutdown in around 20 seconds)
Now change it to around 4000-5000 (dont put to lower value if you want to put lower value make sure you have saved all you files before you shut down your Computer)
Now Expand ControlSet002 and CurrentControlSet
Follow the same instruction Now it's Time to test Restart the PC and see how long it takes to shutdown
Windows XP and Windows Vista  should be ControlSet003 you need to change the WaitToKillServiceTimeout there.
